Hello Ahmed, I'll have a go at answering your question.

When we are talking about objective facts we use 'seem to be' and if talking about more subjective things we use just 'seem'.

The doors seems to be locked (objective)

He seems upset (we're not totally sure).

It is not really a clear-cut thing though as both are possible really. Hope that helps.
